FEMA Flood Elevation Certificates
FEMA Flood Elevation Certificates are a necessary part of the process in obtaining
flood insurance and in most communities, are required as part of complying with
local building codes.
The Federal Disaster Protection Act of 1973 requires flood insurance be purchased
for any residence or building located in a Special Flood Hazard Area (SFHA), as
determined by FEMA, if the property is mortgaged under a direct or indirect
federally-insured home loan program (i.e., FHA, VA, Fannie Mae, Freddie Mac).
In fact, most non-federally-insured home loan programs such as home equity loans,
second mortgages, and home construction loans also require flood insurance be
obtained on properties located in SFHAs.
Under the National Flood Insurance Program (NFIP), the Federal Government
actually subsidizes the real cost of flood premiums and therefore regulates the retail
cost of the flood premium to the consumer. This insurance is available in
communities that have joined the NFIP by adopting and enforcing minimum
floodplain management standards. The floodplain management ordinances for a
community are designed to minimize future flood damage.
For homeowners who currently have a flood policy in place and are looking to
perhaps lower future premiums, a current FEMA Elevation Certificate is most often
required by the flood insurance agent in order to accurately quote the cost of a new
flood policy. This scenario is especially relevant in much of Southeast Louisiana where Flood Insurance Rate Maps (FIRMs) have been or will be revised in the near future.
Our company provides thousands of FEMA Elevation Certificates each year on properties throughout Southeast Louisiana. Now, more than 10 years after the catastrophic damage to homes and property from Hurricane Katrina, a significant part of the FEMA Elevation Certificates we provide are for homes which are being raised to the proper elevation in order to protect them from future flooding and lower the cost flood insurance.
Aside from a mortgage or home loan program requiring flood insurance, most municipalities require an Elevation Certificate as part of their permitting process. Regulating and verifying the elevation height of new homes, certain additions to existing homes, and often detached storage sheds, is part of the protocols designed to adhere to the requirements of a community's floodplain management ordinances. Your local building authority and floodplain management office can provide their specific requirements for obtaining a FEMA Flood Elevation Certificate.
Only a state-licensed professional such as a Professional Land Surveyor, Civil Engineer, or (in some states) a Licensed Architect are permitted to provide the FEMA Flood Elevation Certificate.
